

Nora pursued college studies in Banking and Finance and went on to build a career working in mortgage finance at a bank. She was a devoted military spouse, faithfully married to U.S. Navy veteran Michael Neff since 1984 until her passing. Throughout their marriage, Nora stood as a pillar of strength and support, embracing military life with resilience and grace. She regularly attended services with her husband at Mayport Naval Station Chapel and became an active and devoted member of the church community.
Nora generously gave her time volunteering for numerous charitable causes and community events, including the Breast Cancer Walk, Diabetes Walk, Heart Walk, the McKenzie Walk, and events at TPC Sawgrass in Ponte Vedra. She found joy in fishing, traveling, gardening, cooking Filipino dishes, and gathering with family and friends. She also enjoyed visiting casinos for leisure and entertainment. Nora had a deep love for seafood and Filipino cuisine, especially meals lovingly prepared by her sister Lisa Manzo and brother-in-law Richard Manzo. Nora faithfully supported her family in the United States, the Philippines, and Canada, offering guidance, generosity, and unwavering encouragement. She cherished her role as a loving aunt and a steady, guiding presence in her family’s life.
She was preceded in death by her father, Gregorio Torres; her mother, Cresencia Torres; and her younger brother, Jaime Torres, and her brother-in-law Greg Soldwedel. Nora is survived by her loving husband, Michael Neff; her sisters, Tessie Regnier, Lucy Soldwedel, and Lisa Manzo; her brothers, Rene Torres, Nestor Torres, and Ambo Torres; her brothers-in-law, Richard Manzo and Roger Regnier; her aunt, Violeta Eisma; her uncle, Luis Eisma; her sisters-in-law, Merlyn Torres, Venus Torres, and Nelia Torres; her beloved nieces and nephews: Adrian, Paul, Rommel, Catherine, Johnny, Erika, Eriko, Christel, Norie Ann, Reyneil, April, Harris, Gregie, Keefe, Victoria, Michele, Sierra, and Conner; many cherished grandchildren, including Sophie and Gabriel; as well as numerous cousins, including Cousins Amalia Torres., Laura Eisma, and Abner Eisma.
Though she did not have children of her own, Nora poured her heart into her family and was lovingly known as “Mommy Nora” to her nieces and nephews. She embraced them with unconditional, motherly love—offering guidance, comfort, wisdom, and unwavering support throughout their lives.
The family extends heartfelt gratitude to the Mayport Naval Station Chapel community for their prayers, love, and continued support.
Nora’s legacy of love, faith, generosity, and devotion to family will live on in the hearts of all who knew and loved her.

Visitation will be held at Hardage-Giddens Chapel Hills Funeral Home, located at 850 St Johns Bluff Road North, Jacksonville, FL 32225, on February 13, 2026, from 10:00 am to 11:00 am, followed by the funeral service at the same location, starting at 11:00 am.
The committal service will take place at Chapel Hills Memory Gardens, 850 St Johns Bluff Road North, Jacksonville, FL 32225, on February 13, 2026, immediately following the funeral.
After the committal, friends and family are invited to stay for a reception inside Hardage-Giddens Chapel Hills Funeral Home.
