

Billy was born in Jacksonville, Florida on September 22, 1942, to Jewel Blanche Mooneyham (née Sweat) and William Jackson Mooneyham.
Billy attended Andrew Jackson High School, where he met his wife, Jacqueline “Jackie” Mizell. The two became high school sweethearts and attended prom together. A gifted athlete, Billy played football and baseball. He was Varsity Quarterback (#13) and served as Captain of the football team. He also sat on the Student Council and was Treasurer of his Junior and Senior Classes. During his senior year, he even won the school’s “Mr. A.J.” competition. He graduated in 1960. Billy and Jackie were married on August 12, 1961.
Billy graduated from the police academy (Jacksonville Office of the Sheriff Recruit Class #170) on March 6, 1970. During his career, he attended classes at Florida Junior College at Jacksonville, where he obtained an A.S. in Criminology. Billy also had the honor to represent J.S.O. for training at the FBI Headquarters at Quantico. He found his work very rewarding and was honored with several awards for his policing. Serving and protecting the City of Jacksonville for 32 years, he described his work as “fulfilling a long-standing desire to help people.”
Billy was a Master Mason and a Shriner. He was an avid golfer in his spare time. He enjoyed spending time with his family, listening to country and gospel music, and watching Western films and historical documentaries. A lifelong football enthusiast, he loved cheering for his favorite teams, the Florida Gators and the Jacksonville Jaguars.
He was preceded in death by his parents, his brother Fred Mooneyham, and his daughter, Teri Burrows. He is survived by his wife Jacqueline Mooneyham, his daughter Jeri Hardin, son-in-law Allan Hardin, and granddaughter Jenna Hardin. Billy is also survived by his nieces and nephews, and was attended to faithfully by his niece Crystal Mayers, a nurse, in his last days.
Billy’s beloved family will remember him as always honest, loyal, and a model of true integrity.
The service will be at Hardage-Giddens Funeral Home on 7242 Normandy Boulevard on Thursday, February 5. Visitation will be held at 11:00AM and the funeral at 12:00PM, with burial service immediately following.
In lieu of flowers, donations to the Jacksonville Foundation of Fraternal Order of Police would be greatly appreciated.
