

Services for Rear Admiral (Ret.) Roy L. Dunlap, 87, of Harker Heights will be held on Tuesday, July 28, 2015 at 10:00 AM at Crawofrd-Bowers Funeral Home in Killeen with Bob Miller officiating. Burial will follow on Wednesday at 1:00 PM at Levelland Cemetery in Levelland, Texas. A visitation will be held on Monday evening from 5:30 to 7:30 at the funeral home.
Roy was born in August of 1927 in Canyon, Texas to Willie and Leaona Easter Dunlap. Mr. Dunlap enlisted in the Marine Corps at the end of WW II and served the majority of his time in the South Pacific. He returned to Texas and enrolled in Texas Tech in 1949, earning his Bachelor’s degree in Civil Engineering. He became City Manager of Snyder, Texas in 1955 and served as such until 1962, leaving to become the City Manager of Killeen. Roy applied for a direct commission and became Ensign Dunlap in the Civil Engineers Corps of the US Navy, where he later assumed command of the battalion MCB 22. In 1968, MCB22 was recalled to active duty and was sent to Vietnam where they served for just less than a year. In 1979, Mr. Dunlap was selected as Rear Admiral and served as Commanding Officer of the Naval Reserve Construction Forces during the period of 1981-1983 before retirement. During this time, Mr. Dunlap worked as a Civil Engineer eventually starting his own engineering firm in Killeen. In 1999, Roy assumed the position of City Engineer for Killeen, serving until 2001. He also served as a private engineering consultant for numerous entities until 2009. Mr. Dunlap also worked at Ft. Hood as the Quality Control Engineer for a time overseeing several major construction projects on post. Roy was a member of the Masonic Lodge in Killeen for over 50 years.
In 2011, the City Council of Killeen declared, in appreciation of his many years of service to the community, that January 11, 2011 be “Roy Dunlap Day” .
Mr. Dunlap was preceded in death by his parents, his wife of 65 years, Riley Dunlap, sisters Willie Ruth, Mary Lou, and Marie. He is survived by a son, Roy J. Dunlap of Harker Heights and a brother, Franklin Dunlap of Farmington, NM.
