

Billy was born April 8th, 1947 in Mercedes, TX. He was preceded in death by his parents; Charlie W. Keyes and Frances Gahagan. He was a U.S. Navy Veteran.
He is survived by his son Brian William Keyes and wife Susan of Austin, TX; his daughter Staci Katherine Keyes and his beloved granddaughter Micaela Katherine Keyes of Harlingen. He is also survived by his sister, Sharon Durivage and husband Charles; his ex-wife and friend, Kathy Keyes – along with 12 nieces and nephews.
Charlie was born and raised in the Valley, but moved to Victoria, TX in 1976 with his young family. He lived in Victoria for over 20 years, returning to Harlingen 1996.
While in Victoria, he served for several years on the Board of Directors for the American Cancer Society. He could also be seen delivering Meals on Wheels in his beloved ’65 Mustang Convertible.
He lived his final years in Harlingen, where he enjoyed wade fishing in the bay at Sand Point, and South Padre Island.
He was adored by those who knew him, as he was both charming and facetious, and was loved very deeply by his immediate family and friends, exceptionally by his daughter, Staci, who cared for him throughout his illness.
Charlie requested that he be cremated and that no services be held. His ashes will be spread by his family at a later date. In lieu of flowers, Charlie would ask that you please donate to the Harlingen Humane Society in his honor.
