He was a retired welder with Louisville Gas and Electric after 31 years and an Army veteran.
Mr. Phelps is survived by his loving wife, Betty Ann McCoy Phelps; six children, Jason Phelps (Amanda), Marcus Phelps (Kim), Betsy Waters (Lee), Christina Tillberg (Paul), Deborah "Papoose" Peerenboom and Bobby Gross (Laura); 16 grandchildren, Dakota, Savannah and Nathan Phelps, Brandon and Michael Waters, James McCrary, Paul and Kayla Helm, Hannah Tillberg, Christen Peerenboom, Amber Neblett, Candace and Amanda Gross, Robbie Gross II, Brandy Franklin and Angela Durbin; three great-grandchildren, Charles Taylor Neblett III, James Gregory McCrary II and Ethen David Tolliver Peerenboom; three brothers, Michael Phelps (Patricia), Jerry Phelps (Marquitta) and Ernest Phelps (Blanche); two sisters, Ruth Mercer and Norma Sherman. Tommy is also survived by his devoted friends, Leah and Timmy Whitson and Tracey and Derek McDowell.
We love you so much, you were our sunshine, and we will miss you forever.
His funeral service will be held at 10 a.m. Wednesday at Heady-Hardy Funeral Home, with cremation to follow. Visitation will be from noon-8 p.m. on Tuesday at the funeral home.
