

Hal was born in Washington, DC to Belle and Leonard Ousley. Hal enlisted in the Army and volunteered for Airborne Ranger training at Fort Benning, GA completing his training in 1954. He graduated from the University of New York with a Bachelor of Science and earned his Masters Degree in Economics. Hal worked as a Lobbyist on Capital Hill for AT&T for many years.
He retired to Florida with his wife in 1996 and moved to Lely Resort where he was very active in the community and served on the Lely Community Development Board (LCDO) for 17 years. Taking an early interest in protecting the community, Hal worked with the residents to divert a highway that would have cut the Resort in half. More recently, he was instrumental in acquiring and placing the three bronze Freedom Horses at the back entrance to Lely Resort, complementing the five at the main entrance.
Survivors include: his wife Nora (nee Lamanteer); his daughters Joyce (Patrick) Wright, Falls Church, VA and Janis (John) Finks, of Dallas, GA; two grandsons Michael (Chelsea) and Glen; one granddaughter Samantha Ousley; one great-granddaughter Riley Belle Finks; and many nieces and nephews.
He was preceded in death by his parents, his brothers John and Gilbert and his son Mark Ousley.
A Celebration of Life will be held on Friday, March 5, 2021 at Hodges Funeral Home at Naples Memorial Gardens, 525 111th Ave N, Naples, FL 34108 from 3:00-5:00 pm with a service at 4:00 pm. Light refreshments will be served.
In lieu of flowers the family requests that donations be made to Avow Hospice, 1095 Whippoorwill Lane, Naples, FL 34105 or the American Cancer Society.
