

Scott graduated from the University of New Orleans with a degree in Business Administration, a Law Degree from Loyola University and a Masters of Law in Taxation from Southern Methodist University School of Law in Dallas, TX. He was appointed to the prestigious United States Fifth Circuit Court of Appeals of New Orleans and served this court for two years before moving to the Chief Counsel’s Office of the Internal Revenue Service in New Orleans from which he retired.
Paralyzed at the age of 15, he steadfastly pursued his dreams. He refused to let a disability impede achieving the goals he set for himself. His life and commitment to God and his fellow man served as proof of his indomitable spirit.
He was honored with the Freedom Leadership Award from the Freedom Foundation at Valley Forge and was named one of America’s Ten Outstanding Young Men for 1984 by the United States Jaycees. Further recognitions include, the Larry E. Smith Memorial Award and Outstanding Handicapped Federal Employee of the year 1984.
In addition, past service includes the Louisiana State Planning Council on Developmental Disabilities, the Mayor’s Advisory Committee on Handicapped Concerns, the Board of Directors for New Orleans Resources for Independent Living and the Committee for the Establishment of Personal Care Attendant Services in Louisiana.
Scott is preceded in death by his beloved wife of 26 years Rennie Welch; parents George Elliot Welch, MD; Laverne Morris Welch; sisters Margaret Welch Hatch and Janet Welch.
He is survived by his brother George E. Welch, Jr., nephews Christopher Welch, Marc Welch, Philip Hatch, niece Logan Hatch Morgan.
The family wishes to express their heartfelt thanks to his loving caregivers Evelyn Marie Thomas, Juliette Jiles, Karen Reed, Gina Ancar and Clara Noel-as well as the family and friends who took such good care of Scott throughout his journey.
The family invites you to share in a Celebration of Life on Saturday, April 21, 2018, 1pm at St Charles Avenue Baptist Church, 7100 St. Charles Ave, New Orleans, LA 70118.
