

Billy Richard Tharp, Jr., age 71, of Deer Park, Texas, passed away peacefully on October 13, 2025, surrounded by the love of his family. Billy was born in Houston, Texas, on February 2, 1954, to the late Billy Richard Tharp, Sr., and Althea Mae Anderson.
Billy shared a beautiful life with his devoted wife, Joyce Elaine Norton Tharp, for 48 years and 7 months—a partnership built on love, laughter, and unwavering devotion. Together, they created a home filled with warmth, faith, and countless cherished memories.
A dedicated and hardworking man, Billy spent much of his career as a Maintenance Supervisor for Gulf Coast Authority BayPort Facility, where he earned the respect and admiration of his colleagues before retiring in 2021. Outside of work, he found joy in life’s simple pleasures—helping others with handyman jobs, teeing off on the golf course, relaxing on camping trips, and cheering on his beloved Dallas Cowboys.
Billy was preceded in death by his father, Billy Richard Tharp, Sr.
He is lovingly remembered by his wife, Joyce; his mother, Althea Mae Anderson; his sons and daughters-in-law, Brian and Donna Tharp, Darrin and Sandy Tharp, and Michael and Tara Tharp; and his treasured grandchildren, Presley Tharp, Isabella Tharp, Kain Morrison, and Madison Morrison. He will also be deeply missed by Heather Thompson, who held a daughter’s place in his heart. The warmth of family lives on through his nine siblings: his brothers Dale Tharp, Larry Tharp, Rusty Comstock, Ricky Comstock, Johnny Legg and his sisters Leanna Santos, Terri Covington, Samantha Sullivan, and Kay Adams. He also leaves behind numerous nieces, nephews, extended family, and friends who will forever carry his memory in their hearts.
Billy’s legacy lives on in the love he shared, the laughter he inspired, and the strength and kindness he instilled in all who knew him.
