She was born in Hobart, OK on August 3, 1935.
She was preceded in death by her parents Ann and Jack Kelly and by her sister Ruby Darnell. She is survived by her husband of 70 years, Bill Welch, and by siblings Jay Kelly and wife Phylis, and Betty Michaud and husband Ken, and by numerous nieces and nephews.
Jackie was employed by Dr. James McCleery where she worked as the Chief Histotechnologist for 38 years until her retirement.
She was sincerely dedicated to Mu Alpha Epsilon Sigma Alpha Sorority, where she was a charter member and twice served as president.
She was elected and served 4 terms on Pasadena City Council, the maximum allowed by city charter.
She was a member of the Pasadena Chamber of Commerce and served on the Cultural Arts Committee.
She had been recognized as Volunteer of the Year by the Soroptomists, the Bridge, the Texas Chiropractic College, the Pasadena Pet Adoption program, and by the Pasadena Chamber of Commerce as the Citizen of the Year in 1999.
Jackie was passionate about community endeavors and devoted much of her time to volunteer work and photography coverage for many non-profit organizations.

A visitation for Jackie will be held Saturday, September 23, 2023 from 9:00 AM to 10:00 AM at First Presbyterian Church, 4647 Preston Road, Pasadena, TX 77505. A a celebration of life will occur Saturday, September 23, 2023 at 10:00 AM, 4647 Preston Road, Pasadena, TX 77505. A committal service will occur Saturday, September 23, 2023 at 11:00 AM at Grand View Memorial Park Cemetery, 8501 Spencer Hwy, TX 77505.
