

He was born on May 10, 1934, in Mayfield, Kentucky, to his parents Ira and Lucille Ozment.
His family moved to Michigan where Joel graduated from Hazel Park High School. He first began his career as a mail carrier for the City of Hazel Park, soon after he joined the Hazel Park Police Department. Joel proudly served as an Officer, Detective and Sergeant. Joel was dedicated to his community and his profession. His service left a lasting impact on many.
After serving on the police force for 10 years, Joel held a top management position with the Michigan Secretary of State for 30 years. He was highly respected throughout the state and was instrumental in implementing and leading all offices into the Information Technology processes.
Joel was deeply involved in many fraternal and community organizations throughout his life. Joel was a leading member of the DeMolay and a 66-year member of the Masons, serving as Master of Hazel Park on two occasions and active with Utica-Macomb Lodge.
Joel was very active with the Shrine. He was Potentate of the Moslem Shrine 2009. He was a member of the International Order of Jesters. Active in many Shrine clubs, including serving as president of the Red and White Fezz Club. Joel thoroughly loved to volunteer with the Shrine Circus raising funds for the Shriner’s Hospital for Children.
Joel was a lifelong member of the Fraternal Order of Police. He was a member of the F.O.P. competitive pistol team, winning many championships with his fellow teammates .
Joel was a key member of the Michigan State Police National Championship pistol competition team.
Beyond his professional and fraternal life, Joel had a passion for golf. He served as the golf coach at Hazel Park High School and enjoyed time on the course with friends and family.
Joel later became involved in the travel industry planning many trips for his friends.
The memories we have of Joel as a Husband, Father, Papa & loyal friend could not be complete without mentioning his loving heart and fabulous sense of humor. He will be missed and remembered by many.
Joel shared 61 wonderful years of marriage with his beloved wife, Gail.
He is survived by his wife Gail and children: Jane Ozment of Byron Center, MI; Dean Ozment (Debbie) of Indian River, MI; Donna McGowan of Cottontown TN; and Helen Brown (Richard) of Washington, MI.
He was a cherished Papa to Kyle Snitko (Danae) of Port Richey, FL; Tina Brown (Joseph Perez) of Madison Heights, MI; Keith Ozment (Jamie) of Howell, MI; Matilyn Meadows (Lucas) of Ellsworth, MI; Becca Granet (Ryan) of Lansing, MI; Allison Fullerton of White House, TN; Larry McGowan Jr. of Adamsville, TN; Jane Stinson (Dakota) of Johnson City, TN; and Crystalynn McGowan of Gallatin, TN.
He was blessed with 15 great-grandchildren and many loving nieces and nephews.
Visitation will be held Sunday, October 5, 2025, from 3:00 p.m. to 8:00 p.m. at Pixley Funeral Home, 322 West University Drive, Rochester, Michigan. A Shrine Walk Through will proceed at 5:45 prior to a 6:00 p.m. Masonic Memorial Service.
A private family service will take place on Monday
