When Elia retired and came back to San Antonio Charles and I were so excited to learn she was moving in next door. It was fun since we had known each other for a very long time. However no one explained to Elia what retirement meant. We did not see very much of each other ~ she was out doing her thing  and mostly out of town.  Thank God for the gifts she was given and she made full use of them. Kudos to you, dear neighbor. My condolence to the family and friends and may she now rest in peace.

In the late 70’s there were few brown faces working in Federal Government and those of us from Texas knew each other. I was working for an agency that held monthly meetings of government officials mostly Hispanics in the D.C. area. During one of those meetings, I saw a woman, Elia, conduct the session and held the room of mostly men in order. We later met and I told her I was thinking of returning to Texas and she said, no sir, you are in Human Resources and we need you in D.C. I would remain in Federal Government for over 34 years. After I retired and returned to San Antonio, I connected with Elia again while she was Texas LULAC Director. She provided the support and guidance as we established the first LGBTQ+ LULAC Council in San Antonio. Elia was a true ally, a friend and dear friend.

In Loving Memory of Elia Rosario Mendoza

It is with deep sadness that we mourn the passing of Elia Rosario Mendoza, who left us on October 28, 2025, in San Antonio, Texas. Elia devoted her life to service, leadership, and the empowerment of others, leaving behind a remarkable legacy of strength, compassion, and purpose.
Elia’s dedication extended far beyond her community. She worked under multiple U.S. presidents in Washington, D.C., where her efforts advanced equality, education, and opportunity for the Hispanic community nationwide. As an inspiring leader and advocate, she tirelessly championed initiatives that continue to influence and uplift future generations.
I had the honor of meeting Elia twenty years ago through my late mother, who was blessed to call her a dear friend. My mother admired Elia’s grace, strength, and unwavering commitment to others, and after meeting her myself, I understood why. Her warmth, humility, and accomplishments left a lasting impression on me. She inspired everyone she met, especially women and young girls, to believe in themselves and pursue their dreams fearlessly.
I am deeply grateful to have known her. Elia’s kindness, wisdom, and devotion to both her family and her community will never be forgotten. She was not only an accomplished professional and advocate but also a loving and devoted woman whose strength and compassion touched many lives.
Elia Rosario Mendoza’s legacy will live on through the lives she touched, the barriers she broke, and the inspiration she instilled in others. She will be deeply missed, yet her light will continue to guide all who had the privilege to know her.

My deepest condolences to my great friend's family.  Elia was my partner in many events for the seniors, especially LULAC members.  We would meet at Oakhills Country Club for lunch and we would schedule events and get gift baskets that we would raffle off.  Elia had a great heart for LULAC and worked tireless helping the members. I will miss Elia tremendously and I thank her brother, Charlie and her lovely son who came to live with his mama to take care of her.  Elia was very lucky to have such wonderful loving care.  My prayers will always be with Elia.
