Otis and I joined ranks at the NYS Division of Housing within a month of each other in 1997 and he was my first boss at DHCR.  From our first meeting, it was easy to see that Otis was a man of substance and heart.  We shared good times, difficult times and I truly learned so much from this good man...some things from his words, but so much more by observing how his actions were always consistent with his spoken words.   I can clearly say that my life had considerable value added to it via knowing Otis.   Rest in peace, my friend. and thanks for walking my way....I only wish that walk could have been much longer.   My heartfelt condolences to your  family.
