

Dionisia was born on May 8, 1938 to Pedro Ballesteros and Macaria Locquiao Ballesteros in Urdaneta City, Pangasinan, Philippines. She was the 4th child of Pedro Ballesteros and Macaria Locquiao Ballesteros. She has 7 siblings namely: Rico Ballesteros, Marcos Ballesteros (half siblings), Alfredo Ballesteros, Sr., Miguela Ballesteros Manuel, Eusebio Ballesteros and Jose Ballesteros.
After graduating with a degree of Bachelor of Arts in Education at the University of the East, Manila, Philippines, she started her job as a Teacher at Pasong Tamo Elementary School in Tandang Sora, Quezon City, Philippines.
Dionisia married Ricardo De Leon and went on to have three children, namely: Gladys De Leon Soquila, married to Rolando Soquila; Eric De Leon, married to Rosanna Montemayor De Leon; and Diana De Leon. She has three grandchildren, namely: Rolando Joshua Soquila, Jasmine Hannah Soquila and Matthew Krisztian De Leon.
Dionisia and Ricardo raised their own family in Lagro Subdivision, Quezon City, Philippines.
After retiring, Dionisia and Ricardo migrated to Washington, USA in 2003. They spent their retirement life in Des Moines and downtown Seattle, where their relatives have given them unwavering love and support. They also gained lasting friendships with their church mates; neighbors; social workers and medical workers of the clinics, hospitals, and rehabilitation facilities, that provided them necessary care up to their final days.
Dionisia was predeceased by her husband, Ricardo and survived by her children and grandchildren.
