

She was born in Livingston, TX on March 10, 1935 to Walter Franklin High and Savanah Odessa (Luce) High. She was married to William (Bill) Charles Whitlow for 35 years until his death on July 20, 1991. Later in life she met Doug Lacy and they were constant companions for the past 12 years.
Joyce worked for various companies throughout her life. Upon graduating from Webster High School on May 23, 1953, Joyce moved to Washington DC. where she started her career as a clerk with the NSA. During her time in Washington, she met Bill the “love of her life”, married him, and they had 3 children. Joyce continued to work while traveling with Bill for 15 years during his military career. When Bill retired from the Army, he and Joyce returned to Houston where they bought “Bubba’s Little Pig” restaurant. After selling the restaurant, she continued her career in different fields such as Hotel Management, banking, travel, and restaurant services.
Her higher education included NSA training, a Hotel/Motel Short Course at U of H in 1977, Public Speaking and Human Relations at Dale Carnegie School in 1979, and Travel Agent through International Tours Travel in 1981.
Joyce was a member of the VFW Auxiliary, American Legion Auxiliary, and involved on various committees with the Rodeo Association and Strawberry Festival. Joyce was always pursuing her passions for traveling, dancing, and bowling. She enjoyed the time she spent with these activities as they allowed her to cultivate everlasting friendships. Joyce loved life and loved her family.
She was preceded in death by both of her parents, Walter and Savanah High, her husband Bill Whitlow her brothers William Mace High (WM), Walter David High, sister-in-law Susan Marie High, and grandson Stephen Michael Windham.
Joyce is survived by her children Doria Rachel Dalton and husband Joe of Colorado Springs, CO, Sharon Kay Windham of Deer Park, TX, Charles Philip Whitlow and wife Pat of Deer Park, TX and Doug Lacy of Pasadena, TX. One brother Tracy Don High of Dickinson, TX and sisters-in-law Billye Joy High of Channelview, TX and Mary Eloise High of San Leon, TX. Grandchildren include John Dalton and wife Krystal, Tracy Mowry and husband Ryan, Rachel Brock and husband Nick, Kelly Newman and husband Eddie, Joseph Dalton, Jr., Jerret Watkins and Christina, Kristy Meeks and husband Josh, Hollee Watkins, Jason Windham and wife Kim, Justin Hopper and wife Erin, Andrew Windham and wife Jennifer, Katy Gailey and husband Lew, and Ryan Whitlow and Jenna. Also 34 great grandchildren, numerous nieces and nephews and extended family.
Pallbearers include Jerret Watkins, Jason Windham, Justin Hopper, Andrew Windham, Ryan Whitlow, Lew Gailey, and Nick Brock and Honorary Pallbearer Drew Doebbler
Visitation will be Monday, July 13, 2020 from 5-8 pm at Forest Park East Funeral Home 21620 Gulf Fwy Webster, TX 77598
Service will be held Tuesday, July 14, 2020 at 2 pm at Forest Park East Funeral Home
In lieu of flowers the family requests donations to the National Kidney Foundation or American Cancer Society.
