He was born in Corsicana, Texas on January 19, 1946, to Aubrey and Vera Bilton Parker.
Sammy grew up in Houston, Texas. He graduated from Galena Park High School and went onto college studying architecture. Then he joined the US Navy and served in Vietnam.
He is survived by wife Kara Parker along with his blended family of 2 wonderful sons, 1 beautiful daughter, and 10 amazing grandchildren.
A memorial service for Sammy will be held Tuesday, June 10, 2025, at 6:00 PM at Living Word Church of The Bay Area, 1111 Kirby Blvd, Taylor Lake Village, TX 77586.
