

Vivian was born on October 18, 1938, in Albany, California, to Cyril Edwin Gillette Phelps and Merle Helen Phelps. She attended Compton High School, where she formed many lasting friendships and memories.
A strong-willed and faithful woman, Vivian dedicated much of her life to caring for others. She worked for General Telephone for 30 years as a 911 operator, serving her community with calmness, compassion, and dedication during moments when people needed help the most.
Vivian was married to Bill Newton for 13 years, and together they had four sons, each born about two years apart. Though the marriage later ended in divorce, her children remained the center of her life, and she devoted herself wholeheartedly to raising and supporting them. She carried both joy and sorrow with strength throughout her life, including the heartbreaking loss of her eldest son, William Newton, who was tragically killed by a drunk driver at the age of 17.
Her faith was a guiding force in her life. Vivian was a devoted Christian who always put family, friends, and others before herself. She was known for her loving heart, generous spirit, and social nature. She deeply cherished time spent with her children, grandchildren, and great-grandchildren, and she especially enjoyed church activities, family gatherings, and traveling.
Vivian was preceded in death by her father, Cyril Edwin Gillette Phelps; her mother, Merle Helen Phelps; her sister, Karen Atwell; her brother, Ron Phelps; and her beloved son, William Newton.
She is survived by her sons, Jeff Newton, Darren Newton, and Jamie Newton; daughters-in-law, Crista Newton, Sandra Newton, and Denise Newton; her grandchildren, Cameron Newton, Kristin Burdick, Kory Newton, Devin Hearl, Taylor Brewer, and Summer Iverson; and her great-grandsons, Theodore Brewer and Finnley Iverson.
Vivian will be remembered for her unwavering faith, her strength, and the deep love she had for her family and friends. Her legacy of kindness, devotion, and generosity will live on in the many lives she touched.
A chapel service will be held on Friday, May 1, 2026, at 2:30 p.m. at the Main Chapel of Westminster Memorial Park. The service will conclude at the chapel and will be followed by an offsite family reception.
