Frank was the son of the late Frank A. Phelps and the late Alice Phelps and brother to Dorothy Phelps, Waterford; Thomas (Adelaide) Phelps, Rochester; William (Sybil) Phelps, Highland; Kathy Phelps (Ron Miller), White Lake; Mary (George) Emanoil, Farmington Hills; the late James Phelps; and Barbara Phelps, Waterford. He was a beloved uncle to numerous nieces, nephews, and great-nieces and great-nephews.
Frank served in the United States Navy on an aircraft carrier during the Korean War.
He was an internationally renowned bartender in Detroit, Las Vegas, Fort Lauderdale, and Costa Rica. He was dean of Tiny’s International School of Charm and Diplomacy and proprietor of Tiny’s Tropical Bar and Restaurant, the first sports bar in Costa Rica.
