Col. Willard Thomas Carter, USA, (Ret.), passed on October 14, 2026, at the age of 83. Willard was born on January 4, 1943, to Donald Sam and LaRue (Pierce) Carter. He served in the United States Army for over 25 years, retiring as Colonel in 1991. During his military career, he received many honors, including the Purple Heart, Bronze Star and the Distinguished Flying Cross. Colonel Carter will be laid to rest in Arlington National Cemetery at a later date.
