

Joyce was born on April 15th, 1937 in Garvin, Oklahoma to Perry and Lola Savage. Her family came to California in 1942 and settled in Bakersfield. Joyce attended East Bakersfield High School.
Joyce dedicated her life to her family. Although her family was her priority, she took several clerical employment positions around the city including Montgomery Wards, Hopper, Coffee Brewing Service and others.
She married Bill Monroe in 1954 and shared 56 years together. Joyce was a devoted wife and loving mother to Joey Monroe and Kimberley (Monroe) Jackson.
Joyce enjoyed gardening, travelling and making the holidays special and memorable for her children, Grandchildren and Great Grandchildren. She was known for her warm smile and her ability to make everyone around her feel special and loved.
Joyce is survived by her son, Joey Monroe, and wife Marianne. Grandchildren, Herbert Jackson, Matthew Monroe, Melissa Bailey and nine Great Grandchildren. She is predeceased by her husband, Bill Monroe, Daughter, Kimberley and her husband Herbert Jackson and Grandson Joshua Jackson, her two brothers and four sisters whom she loved immensely.
Funeral Services will be held on May 22nd, 2025 at 12:30 at Hillcrest Cemetery on Kern Canyon Rd. Celebration of Life to follow at a location to be announced at a later time. In lieu of flowers, the family requests that donations be made to the ASPCA, a cause that was close to Joyce's heart.
Joyce Monroe will forever be remembered and deeply missed by all who knew and loved her. Her legacy of love, kindness, and compassion will live on in the hearts of those she touched. And a special Thank You to Romy Reyes, Brenda Dearborn, Marianne Monroe, Melissa Bailey, Toupe Worrell and Melony Haynes who comforted her until the end.
