

Wayne Bynum Phelps, 98, of Hoover passed away on Friday, February 23 at Mount Royal Towers. Mrs. Phelps was born in Tennessee and moved to Birmingham as a child. She attended Birmingham-Southern College where she earned a BA degree in Economics. It was there that Mrs. Phelps met her husband of 73 years, the late Sam Phelps.
Mrs. Phelps was a dedicated and involved member of many civic and charitable organizations. She served on the Birmingham Board of Education for 9 years. Mrs. Phelps also served on the Hoover Planning and Zoning Commission for 20 years. She was awarded life membership in the National Parent Teacher Association, listed in Who’s Who of American Women, received the Flora Mae Pike Hoover Community Service Award. She was also a member of Birchtree Garden Club, Women’s Committee Spain Rehabilitation Center, Alabama Federation of Women’s Clubs, General Federation of Women’s Clubs, State Association of Parliamentarians and the Nena Club.
Mrs. Phelps was a member of Beverly United Methodist Church in West End for many years. She and Mr. Phelps also attended Aldersgate Church and the church at Ross Bridge in later years. Mrs. Phelps was preceded in death by her husband, Sam Phelps, daughters, Lynn Kelley and Janice Dukes. She is survived by her grandchildren, Roger Dukes (Erica), Kevin Dukes (Shannon), Shelley Phelps, Daniel Kelley, and great grandchildren, Laurel Grace, Sam, and Will Dukes, Britton Kelley, and D’sya and Liam Dukes; sons-in-law: John Dukes and Carl Kelley; special friend Carrie Coker.
Her funeral service will be held at 2:30 p.m. Monday, February 26, 2018 at Ridout’s Elmwood Chapel with burial in Elmwood Cemetery. The family will receive friends Monday from 1:00 p.m. until service time at the funeral home.
