He was born September 23, 1927 in St. Petersburg, Florida and has been a lifelong resident of Brooksville, Florida. He was the Post Master General for the United States Postal Service and was of the Baptist faith.
He is preceded in death by his daughter, Anna Shelton. Survivors include his sons, Gary Kelley of Brooksville, Florida, Craig Kelley of New Port Richey, Florida, Randall Kelley of Ormond Beach, Florida, Mark Kelley of Weeki Wachee, Florida; 13 grandchildren; four great-grandchildren.
