Wayne was born in Tunnelton, West Virginia to parents James Michael Quinn and Elsie Legge Quinn. He served in the US Army and obtained a Masters in Electrical Engineering from West Virginia University. He worked as an Engineer for Hercules prior to retirement.
Socially, Wayne enjoyed playing golf, reading and watching Braves Baseball.
In addition to his parents, Wayne was preceded in death by his wife, Charlotte Sue Felton Quinn and his son, James Richard Quinn.
A daughter, Barbara Bly (Quinn) Johnson and her husband, Christopher W. Johnson, survive him.
A graveside service will be held Friday, July 21, 2023 at 10:00 am at Oglethorpe Memorial Gardens on St. Simons Island. Honorary pallbearers will be Michael Quinn, Joey Cason, James Royal and Preston Kirkendall.
