Howard was born in Chickamauga, July 30, 1936. His parents moved to Chattanooga when he was 1 year old. He was schooled at Lupton City, Red Bank and Hixson. He entered the U. S. Army in 1953 and served 24 months in Germany with the 8th Infantry. On return home he enrolled at Kirkman High for 3 years training under IBPAT Local 226 of Chattanooga where he worked for 23 years, then worked for some 5 years in the Public Works Department of Chattanooga retiring on December 30, 1998.
He was a member of Greenwood Baptist Church where he attended regularly.
Survivors include his wife, Frances N. Manning; son, James B. (Mona) Manning of Ooltewah; sister, Nell Moses of East Ridge; brother, Rev. David J. (Donna) Manning of East Brainerd; and several nieces, nephews and grandchildren.
Visitation will be Sunday, February 24th from 4 to 8 PM and Monday from 11 AM to 1 PM on Monday at the funeral home.
Funeral Services will be at 1 PM on Monday, February 25th at the funeral home with Rev. Chad Chandler officiating.
Burial will follow at Rocky Face Cemetery in Rocky Face, Georgia.
