

Frances was born in Honolulu, Hawaii on March 1, 1923, to Herman and Bertha (Mueller) Wehselau. She graduated from Roosevelt High School in Honolulu in 1939 at the age of 16. In 1940 she attended the Cannon's School of Business and was then employed by the Bishop Insurance Agency as a Clerk Stenographer and Bookkeeper. On December 7, 1941, she was witness to the attack on Pearl Harbor and could see the devastation from her home on Maunalani Heights. Japanese planes in route to Pearl Harbor flew over her house so low to the ground that she could see the pilots.
In 1944 Frances traveled by ship and train from Honolulu to Teaneck, New Jersey where she married Arthur George Duggan on April 5, 1944. He was a Warrant Officer in the Navy who she met at a Navy dance in Honolulu in 1940. They remained married until his passing in 2002.
In later years Frances was an accomplished artist, specializing in seascapes, and was a member of the Southwest Artists Guild. She also worked for a short time as a Real Estate Agent.
Frances is survived by her son Arthur Duggan, Jr. (Peggy), her daughter Barbie Koncher (T.R.), her grandchildren Sean Duggan (Kelly), Theresa Fredrick, Melissa Fredrick, and great-grandchildren Todd, Brian, Bryce and Madison.
In leu of flowers, the family suggests donations to Alzheimers Research.
