Heather fearlessly pursued doing the right thing regardless of personal cost. A passionate follower of politics who never shied away from a spirited debate, she was fiercely strong and independent, quick-witted, authentic, and always true to herself. Heather enjoyed discussing literature and reading. She also had an appreciation for music, both collecting it and listening to it.
Surviving are her father, James Buggy, and her husband, Daniel W. Covey.
