Billy was preceded in death by his father, Ernest Blackburn, his step-father, Troy Hartsoe and brother, Danny Blackburn.
Those left to cherish his memory are his mother, Anita Wright Hartsoe; sons, James Blackburn and Wayne Blackburn; daughter, Tammie McFarland; brothers, David Blackburn, Ray Blackburn and Dale Presnell; and three grandchildren.
A Gathering of Friends will be held at 2pm on Sunday, November 6, 2022 at Drum Funeral Home in Conover.
