

Debra “Debbie” Ullrich Garcia was called home by her Lord and Savior on June 1, 2026. Debbie was a devout Catholic, devoted mother, doting GranDebbie, loyal friend, accomplished attorney, and a proud fourth-generation Texan and American. Above all else, she was the heart and soul of her family, the one who celebrated every milestone, offered unwavering support through every challenge, and filled the lives of those she loved with faith, strength, and laughter.
Born in San Antonio, Texas, to Louis B. Ullrich, Jr. and Fern Ullrich on December 30, 1952, Debbie was the youngest of their five children and fondly nicknamed “Duckie” by her siblings. After graduating from Incarnate Word High School (May 1971), she earned degrees from Incarnate Word College (May 1975) and St. Mary’s School of Law (May 1978), launching a prominent legal career that would span nearly five decades.
On September 8, 1979, she was married to Army Captain Gilbert G. Garcia while he was stationed at Ft. Sill in Oklahoma. Debbie and Gilbert moved to Conroe, Texas, in January of 1983, where they raised their three children – JR, Tara and Sandy.
Debbie and Gilbert co-founded Garcia & Garcia Law Firm which she owned and ran for over 20 years. She joined the County Attorney’s Office, serving the community in a public legal capacity. She later returned to private practice as a sole practitioner and partnered with Advocates for Families in Crisis, dedicating her exceptional legal skills to serving children and families in need – a calling she continued until her passing.
Debbie was an active parishioner of Sacred Heart Catholic Church and a passionate supporter of Catholic education. She served on the school board and volunteered with the church's Funeral Ministry. Her most significant contribution was leading the capital campaign that funded the construction of the new school building, a lasting gift to the parish and its future students.
Beyond her work as an attorney and parishioner, Debbie was deeply committed to serving the community she loved. She was an active member of the Conroe Service League and served on the Downtown Conroe Revitalization Committee, helping lead efforts that preserved its history while enhancing its beauty for future Montgomery County generations.
Debbie loved Texas and loved the United States of America. She was a proud, card-carrying Republican and was an enthusiastic supporter and active participant in local Republican Women’s organizations.
Debbie was diagnosed with cancer in 2018 and was resolved from the beginning to fight. Over the course of the next eight years, through multiple surgeries and near constant treatment, she never lost her devotion to God or her commitment to be with her family. She faced her illness with determination and faith and still managed to be present for birthdays, holidays and special occasions, including a recent trip abroad with loved ones to Ireland.
Her legacy of devoted, selfless service to her faith, her family, her country, and her community will continue to live on through the countless lives she touched and in the hearts of those who loved her.
Debbie is survived by her siblings Dale Ullrich, Joan Finger, Sandra Finger, and Louis Ullrich III; her children and their spouses, JR and Carrie Garcia of Dallas, Tara and Doug Clements of Austin, and Sandy and Graham Hoy of Austin; and her dearly loved grandchildren, Trey Garcia (14), Arthur Garcia (12), Leo Garcia (10), Bonnie Hoy (5), June Clements (4), and Alice Hoy (1), who knew her best as GranDebbie, a role she treasured.

Visitation and Rosary will be held at 5:30 pm on Thursday, June 4 at Cashner Funeral Home & Garden Park Cemetery (801 Tea Rd, Conroe, TX 77303). Rosary will begin at 6:30 pm. Funeral Mass will be held at 1:30 pm on Friday, June 5 at Sacred Heart Catholic Church (109 N Frazier St, Conroe, TX 77301).
