

Richard grew up in West Virginia and later moved to Ohio with his family. He enlisted in the US Army and was a Vietnam Veteran. Richard worked on the railroad before relocating to Houston to serve his community as a Houston Police Officer for 32 years. Richard enjoyed building things, watching westerns, training horses and fishing especially out on his boat and mostly spending time with his family. He was a member of First Baptist Church in Willis where he spent many years volunteering his time whether it was cutting the grass or helping with the food pantry. He never met a stranger and was the most generous man.
He was preceded in death by his mom and siblings Agnes, Donna, Elmer, Mae and Lanny. Richard is survived by his loving wife of 32 years, Lucena, children Michelle Price (Brent), Richard Mullins Jr. (Lauren), Brandi Mullins, Khris Coffey (Kara), grandchildren Jessica Sutton (Casey), Tyler Mullins, Kayla Gioiello (Holden), Bailey Mullins, Hayden Mullins, Nick Gioiello, Connor Coffey, Cullen Coffey and Noah Gioiello, great-grandchildren, Kensey, Conner, Magnolia, Iris and Kasen, sisters, Susie Chapman, Patricia Self (Howard) brother Frank Mullins (Suzanna) and a host of nieces and nephews.
A Celebration of Life will be held for Richard on Saturday, June 24th at Cashner Funeral Home in the Oak Hall from 1:00 p.m. until 4:00 p.m.
