

The oldest of three, Phyllis was raised across the southeastern US. Her lifelong love of traveling took her to Europe, where she studied at Schiller International University in Berlin and Guildhall School in London. She also taught ESL in Oxford for several years. She later resettled in the US to attend Ohio University, where she met Bob Moir, her husband of nearly 36 years, on their first day of class. Phyllis completed her master’s degree in 1979 and moved to Atlanta in 1980, where she began a career in higher education, first at Georgia State University and later at Georgia Tech, before a 20-year career at the CDC. However, her favorite adventure was becoming a mother to Erin, of whom she was always immensely proud. Every child she saw brought a smile to her face. She will be remembered for her intelligence, generosity, and honesty, and as a loving aunt to her many nieces and nephews.
Phyllis is preceded in death by her parents and her husband, Bob. She is survived by her daughter, Erin (Andy) and her two grandsons Kieran and Jonah; her sister, Debbie (Dan); her brother, Jeff (Kay); and her many nieces, nephews, extended family members, and friends around the world.

Memorial Services were held at Edward F. Carter Funeral Home, 41 Grand Street, Croton-On-Hudson, NY 10520, US, on July 19, 2026, from 2:00 pm to 4:00 pm.
