Joseph Dale Withers, 86, of DeQuincy, passed away on Sunday, March 3, 2019 at DeQuincy Memorial Hospital. He was born to his late parents, Wilburn and Emma Withers in Hornbeck, LA on January 18, 1933. He was Valedictorian of his class at Hornbeck High School, received his undergraduate degree from Northwestern State University, and received his Masters Degree in Environmental Science from McNeese State University. Joe was the Founder and General Manager of Water District #7 for 35 years. He served in the United States Air Force and United States Army, receiving an Honorable Discharge due to family circumstances. Prior to being the founder of the Water District, he had retired from the State of Louisiana Department of Environmental Quality. He was a kind and humble soul, requesting no formal farewell, just to be remembered as that special person he was.
He is survived by his loving wife, Patricia Withers of 58 years; two daughters, Julie Galley and husband Bryan of DeQuincy, Ellendale Gabbert and husband Billy of Sulphur; one sister, Nita Gay Sneed of Shreveport; grandchildren, Claire Elisabeth Galley of Austin, TX, Conner Galley and wife Jaelyn of DeQuincy, Darby Camille Gabbert of Sulphur; and one great grandson, Stetson Withers Galley.
Joe is preceded in death by his parents; brother, Fred Withers; sister, Myrtle McNett; nephew, Gary Lyn Withers; and niece, Lisa Withers.
A Celebration of Joe's life will be held at a later date. In lieu of flowers, the family requests donations be made to the charity of your choice, Methodist Children's Home, St. Louis Catholic High School Band Department, in his memory.
