

Joe was born on November 2, 1946, in Pittsburgh, Pennsylvania. He spent much of his early life in Maryland and graduated from DeMatha Catholic High School in Hyattsville. His deep faith and devotion to the Catholic Church began at a young age when he served as an altar boy, a commitment that remained with him throughout his life.
Joe proudly served four years in the United States Air Force, where he was stationed at a fire station and deployed for a year to Vietnam. Following his military service, he embarked on a career in law enforcement and security before transitioning to the Department of Defense. There, he conducted high-profile background checks for the government-a role he found both meaningful and fulfilling.
Beyond his professional life, Joe had many passions. He was an avid golfer who relished the challenge of a difficult course. A lifelong fan of the Washington Redskins, his love for football was rooted in his Maryland upbringing. He was also an active member of the Knights of Columbus and the Rotary Club in various communities where he lived. Joe appreciated the finer things in life-never turning down a good cigar or a fine scotch-and he had a gift for storytelling and humor that made him a joy to be around.
Above all else, Joe cherished his family. He is survived by his beloved partner Kathleen Houser; his daughter Jennifer (Francisco) Polito; daughter-in-law Patricia (John) Olivas; and his grandchildren Lauren (Nathan) Lindsay, Lacey Volk, Madalynn Polito, and Zachery Polito. He is also survived by his sisters Patricia Hackley and Mary (Joseph) Squillo-Kiszkiel, sister-in-law Carole Volk (spouse of the late William Volk Jr.), sister-in-law Hannah Dubuc (spouse of the late Joseph Dubuc), as well as several nieces and nephews.
He was preceded in death by his son Joseph Volk Jr.; his parents William and Irene Volk; his former wife and mother of his children Judith Volk; his wife Barbara Volk; and his siblings William Volk Jr., Janis Volk, Richard Volk, and brother-in-law Joseph Dubuc (brother of Barbara Volk).
Joe’s warmth, charisma, and unwavering dedication to those he loved left an indelible mark on everyone who knew him. He never shied away from hard work or a challenge. He loved to cook and took great joy in entertaining family and friends-especially when sharing a meal or exchanging jokes. To know him was truly to love him.
A celebration of Joe’s life will be held at a later date to be determined. May his memory bring comfort to those who knew him.
