Carmen was born in El Paso, Texas on 18 July 1926. She was a proud graduate of Bowie High School class of 1944.
Carmen is preceded in death by her parents, Eduardo and Josefina Reyes, husband Alfredo G. Lugo, brothers Manuel (Mary), Eduardo (Lore), and Teodoro (Aurora) Reyes, sister Josefina (Heron) Guzman, and daughter Jo Ann Martinez.
For many years, Carmen frequented the Hilos De Plata Senior Center where she made many lifelong friends.
Carmen is survived by son Alfredo (Rosanna) Lugo, daughter Mary Ann (Mark) Phillips, grandsons Ted and Alex Lugo, Michael and Sarah Phillips, Richard Hernandez (Sarah), Andrew (Jeanette) Phillips, granddaughters Christina (Javier) Sanchez, Jamie (Joe) Farr, and Josefina Martinez along with twelve great grandchildren and many beloved nephews and nieces.
Carmen was the rock of the family, and she was surrounded by her family every weekend watching the Dallas Cowboys and Green Bay Packers football games.

Visitation for Mrs. Lugo will be at the Funeraria del Angel Central, 3839 Montana Avenue on 18 November, from 5-9 pm. Holy Rosary at 6 pm. Mass Services will be held at St. Raphael Catholic Church, 2301 Zanzibar Road on 19 November at 10:00 am. Private interment will be held at a future date at Fort Bliss National Cemetery.
