

He was a beloved son, caring brother, and a kindhearted soul and friend to all who knew him.
Born in Wichita, Kansas, Richard grew up in Everett, Washington, and attended Mukilteo Elementary School, Olympic View Middle School, and graduated from Kamiak High School.
Richard was a hard worker. One could often find him at a neighbor’s house mowing their lawn, raking leaves, or helping them with whatever they needed. Richard became a staple of the neighborhood, taking walks around the block, and striking up conversations with the neighbors and getting to know them. Many times, when conversing with the neighbors, and even strangers while he was out and about, Richard would end the conversation with “God bless,” a testament to not only his kind and gentle heart, but his faith in Christ.
Richard was an empathetic and giving person. He would often buy meals for those struggling with homelessness or food insecurity. Richard was someone that would give you the shirt off his back if he could. His empathy for those suffering knew no bounds.
Richard loved collecting cards, coins, and especially Teenage Mutant Ninja Turtles. In fact, Richard had a couple of tattoos of the Turtles on his back. Richard was the consummate collector. He prominently displayed many of his finds in his bedroom and was proud of his collection.
Richard also enjoyed going to the Goodwill with his brother, Christopher. It was with great enjoyment and a sense of determination and delight that Richard would scour the Goodwill Outlet Bins to find that next hidden treasure to add to his collection. One never knew what he would bring home.
Richard is preceded in death by his father, Steven Hoover, and survived by his mother, Karen Bindner, and his two brothers, Christopher Hoover and Gilbert Hoover, niece Jacque Hoover, and several aunts, uncles and cousins.
Richard will be so deeply missed, but his kindness, strength, and perseverance in the face of so many challenges will serve as an inspiration to all who knew him. His memory will live on in our hearts as we all seek to bring a little more patience, compassion, and understanding to those we love.
In lieu of flowers, remembrances or tributes to Richard can be made to the National Alliance on Mental Illness.
A funeral service is not currently scheduled.
