Son of Chan (Watt) Taing and Keo Thi Huynh, Soeung was born in Takeo, Cambodia on January 1, 1943. He grew up and finished high school in Takeo, and joined the Cambodian Armed Forces in 1963, where he achieved the rank of Lieutenant Colonel. He served as an American Army ally until the Khmer Rouge took over in 1975 at the end of the Vietnam War. He was later awarded with a Medal of Honor by the United States National Defense Corps.
Everyone who knew Soeung knew of his generosity and strength. He was a prisoner of war in Vietnam, eventually escaping and locating his remaining family after the genocide levied by the Khmer Rouge. He relocated numerous families to the United States from war-torn Cambodia and helped them flourish in their new lives here. He was passionate about charity work and helping the less fortunate in Cambodia. His last project was supporting the ongoing renovation of a temple in the province he grew up in (Wat Preah Theat Prasat Meanchey located in Ang Knol Village of Takeo Province).
Soeung loved travelling, throwing parties, eating delicious food, watching boxing and spending time with his family, friends, children and grandchildren.
Soeung is survived by his wife Heang; his siblings: Mouy, San (Channy), and Leang; his children: Olivia (Monty), Jeudi (Sky), Linh (Elvis), Hong, Putbory (Franklin), Mardi (David), Mercredi (Rob) and Sam. He leaves behind 13 grandchildren: Tyler, Thomas, Kayla, Richie, Faith, Hanford, Benson, Aeva, Adelena, Evan, Elena, Emme and Ryan.
