

Frances was born on March 18, 1946 in Greeneville to Wiley and Anna Shelton. She was a graduate of Greeneville High School and worked at Johnson City Chemicals for more than 25 years and later went on to work at the Greene County Government in Accounts Payable, where she later retired.
Above all, Frances was a devoted wife, mother, grandmother, and friend. She loved spending time keeping up with her grandsons in their multiple events they participated in. Her kindness, humor, and generosity touched everyone who knew her.
Frances is survived by her husband of 58 years, Russell E. Kinser; her son, Steve (Tammy) Kinser; two beloved grandsons, Blake (Ashley) Kinser of Mascot, TN and Brandon (Tyler) Kinser; sister, Fannie Louise Shipley of Greeneville; and several nieces, nephews, brother in-laws, and sister in-laws.
She was preceded in death by her parents; one sister, Margaret Jennings; and two brothers, Carson Shelton and Lowell Shelton.
She was a member of Reformation Lutheran Church and a member of the women's quilting group that she thoroughly enjoyed.
A graveside service will be held on Saturday, May 30 at 10 a.m. at GreeneLawn Memory Gardens. Family and friends are invited to attend and celebrate Frances' life. Guests are asked to meet at the cemetery at 9:30 a.m.
In lieu of flowers, the family requests donations be made to the National Kidney Foundation in Frances' memory.
