She was a member of Greeneridge Baptist Church, and she was a loving wife, mother, and grandmother.
Her hobbies were sightseeing with her husband, spending time with her family, and working in her flowers.
Joy is survived by her loving husband of 36 years, Jimmy Belt; her children, Ina (J.R.) Seals, Susan (Donald) Smith, Pam (Benny) Bryant, Charles (Chuck) Garland, and Angel Floyd; grandchildren, Jeremiah (Emily) Smith, Amber Tarlton and Derrick Snipes, Grace (Dean) Nelson, Nicholas (Bayge) Smith, Heather (Brad) Henley, Toby (Alyssia) Garland, Callier (Kaylee) Garland, and Emma Garland; great-grandchildren, Clayton (Kay) Hinkle, Jake Hinkle, Grayson Smith, Oliver Smith, Adelyn-Grace Smith, Parker Smith, Austin Smith, London Snipes, Memphis Snipes, Azariah Nelson, Wren Smith, Nolan Smith, Mason Henley, Peyton Henley, and Wrenleigh Garland, and Jensen; great-great-grandchildren, Bentlee Hinkle and Luke; and numerous nieces and nephews, including a very special niece, Starrolette Tester, who she loved like a daughter.
She was preceded in death by her grandsons, Robbie Hinkle and Justin Smith; parents, Joe and Ina Dunbar; and siblings, Ruby Waddell, Dixie Watts, Julie Dunbar, Betty Duncan, JC Dunbar, Joe Dunbar (who was her twin), and Tommy Dunbar.
The family will receive friends 4-7pm Friday, August 21, 2026, at Kiser-Rose Hill Funeral Home.
The funeral will follow at 7pm in the Kiser-Rose Hill Chapel, officiated by Preacher Jason McCoy.
Interment will be 11am Saturday, August 22, 2026, at Liberty Cemetery. Family and friends are asked to meet at the funeral home at 10am to go in procession to the cemetery.
Pallbearers are Clayton Hinkle, Toby Garland, Callier Garland, Nick Smith, Dean Nelson, Brad Henley, Ricky Dunbar, and David Dunbar.
