He was retired.
Mr. Phillips is survived by his housemate: Virginia Herron of Greeneville; his girlfriend: Debra Hanks of Greeneville; special caregivers: Virginia Mathes, Henrietta Boles, Rhonda Laws, Rita Bailey, Brittany Sizemore, Ronda Sexton, and Louise Fannon; special teachers: Tracy Jackson, Brandi Coffee, Lisa Laney, and Cathie Dearstone; and his family and friends at Mountain Visions.
The family will receive friends from 10-11 a.m. Tuesday at Kiser-Rose Hill Funeral Home preceding the funeral service at 11:00 a.m. Tuesday, October 12, 2010 in Kiser-Rose Hill Chapel. Rev. T. J. Malinoski will officiate.
Inurnment will follow in Graceland Memorial Gardens.
