

He was a farmer and machinist in the round house for the Pacific Railroad in Illinois. He was also a member of Romeo United Methodist Church.
Rankin was the grandson of Tanner Bill Carter, who settled in the Romeo Community in the 1800’s.
He is survived by two daughters and sons-in-law: Regina and Bill Phillips of Greeneville, Minnie and Jimmy Sentelle of Romeo; two step sons: John Gratton and Daniel Gratton of Rockford, Illinois; grandchildren: James A. Carter of Houston, Texas, John Sentelle and wife Cassie of Johnson City, Tennessee, Ann Sentelle of Romeo, Kristy Hollis and husband Dale of Morristown, Tennessee, and Eric Carter and wife Tammy of Bybee, Tennessee; two great grandchildren: Emily Carter and Sienna Hollis; sister: Alice Shook of Junction, Kentucky; and a number of nieces and nephews.
He was a son of the late W.R. and Minnie Farmer Carter and was preceded in death by his wife: Ann Collura Carter; a son: Thomas R. Carter, Jr.; a great granddaughter: Misty Carter; and ten brothers and sisters: Dewey Carter, Byard Carter, Willie Brown, W.R. Carter Jr., Ollie Smith, Molly Smith, Hazel Smith, Ada Carter, Novella Smith, and Bess Smith.
The family will receive friends from 2-4 and 6-8 p.m. Monday at Kiser-Rose Hill Funeral Home preceding the funeral service at 8:00 p.m. in the funeral home chapel. Rev. Doug Jennings will officiate.
Interment will follow at 2:00 p.m. Tuesday at Price Cemetery in Romeo. It is requested that family and friends meet at the funeral home by 1:00 p.m. to go in procession to the committal service.
His pallbearers are Billy Jeff Burns, Randy Carter, Roscoe Carter, Bill Phillips, Jimmy Sentelle, John Sentelle, James Carter, and Eric Carter.
His honorary pallbearers are members of the Men’s Sunday School Class at Romeo United Methodist Church.
The family would like to offer a special thanks to the nursing staff at Signature Health Care, who he thought of as family.
