

Former Dartmouth Deputy Mayor and 12 year City Council member Allen Thomas Stockall died February 8th at the Parkstone Enhanced Care Facility following a brief illness at the age of 83.
Born in 1932 and brought up in Halifax, Allen was the only son of the late Josephine (Shortal) and Ralph Stockall. He is survived his wife Betty Jane (Bignell) and his children Barry (Colleen) and Paul (Nicky). He is also survived by his cherished grand daughters Lindsay and Lauren. He was predeceased by sisters Dorothy and Joyce.
While representing Ward One on the Dartmouth City Council from 1960 to 1973 he represented the city as Deputy Mayor in 1965-66 and served on all major Council committees. While chairman of the Public Works committee he championed many new subdivision regulations and as Chairman of the City’s School Board initiated a standardized school construction program and incorporated the catholic schools into the public school system.
In 1969, he served as Vice President of the Halifax-Dartmouth Games Society, the first Canada Summer Games in Canada. The legacy of the Society’s work in Dartmouth was the development of a world class paddling course at Lake Banook, Dartmouth Commons Ball fields and the Beazley Memorial Sports Facility.
He also served as Chairman of the Board of the Akerley Community College in 1969, and was a member of the Board of Governors of St. Mary’s University, a member of the Nova Scotia Liquor Licensing Board, was Union representative for the Provinces Highway employees and member of the Police Commission.
Allen was a visionary in the City of Dartmouth’s development community and spearheaded the acquisition of the massive land holdings now known as Portland Estates. He also promoted and prepared development designs for the Halifax Waterfront and CADAC (promoting it as an ideal site for a Metro sports stadium) now home to Highfield Park. He was personal assistant to the Chairman of the Timex Corporation and a business associate of Norcem Cement out of Norway.
During his life he was a major supporter of all activities in Metro and unselfishly donated to virtually all worthwhile causes the big and the small from the Halifax Explosion memorial to countless sport teams.
In his younger days he played hockey, baseball and fastball. Allen was crowned the senior batting champion in 1955 and was drafted by the Pittsburg Pirates.
Funeral arrangements have been entrusted to Snow’s Funeral Home, Lacewood Drive, Halifax where a Celebration of Life Service will be held Monday at 10am. A reception will follow. The body has been cremated and interment will be held at a private family ceremony.
