

Born in Halifax, Nova Scotia, Harley was the son of the late Edna (MacDonald) and George Frowd. He attended Saint Thomas College in Chatham, New Brunswick and Saint Mary’s University in Halifax, Nova Scotia, graduating with a Bachelor’s degree in Commerce. Upon graduation, Harley was employed with the Canadian Broadcasting Corporation in Nova Scotia in the early years of television broadcasting. However, with the introduction of provincial government hospital insurance to Nova Scotia, he commenced a career in health administration with the Nova Scotia Hospital Insurance Commission and returned to university, graduating with a postgraduate degree in health administration from the University of Toronto.
During his career in hospital administration, Harley was associated with several Nova Scotia long-term and acute treatment institutions. As a chief executive officer, he had a reputation for developing many innovative programs and administrating these institutions without deficit. During his time working in hospital administration, Harley held several professional offices. He was a founding member and the first president of the Association of Hospital Administrators of Nova Scotia and he was also a charter and founding member of the Canadian College of Health Services Executive and was selected as the first Atlantic Regional Director of the College.
Harley had a passion for recreation and sport. In his younger years, he played baseball for several Maritime junior and senior baseball clubs. His talent for pitching caught the eye of a scout for the Brooklyn Dodgers, and he was invited to join them for training camp. He maintained his love of baseball throughout his life by following major league baseball. Harley also played varsity rugby, football, and hockey for Saint Mary’s University. Throughout his life, he continued his love of sport and enjoyed many years as a president, coach, and referee with the Lunenburg Minor Hockey Association. He was also a past member and director at the Bluenose Golf Club and Lunenburg Curling Club and, following retirement, was a member of the Ashburn Golf Club in Halifax.
Harley will be lovingly remembered by his best friend and wife of 60 years, Fay (Redden); sons Tracy and Kevin (Tanya); and grandson Ethan.
Cremation arrangements have been entrusted to J.A. Snow Funeral Home, Halifax, and a private family memorial service celebrating Harley’s life will be held at a later date.
