Phillip was born in Houston Texas to James W. McClellan Jr and Barbara Pond McClellan on January 10th, 1958, which both proceeded him in death along with his brother Richard J. McClellan. He spent his younger years in Port Angeles Washington and returned to Texas his junior year in high school. He graduated from Humble High School Class in1976 where he was a member of the golf team. He attended Northwood College in Cedar Hill Texas on a golf scholarship for a year then decided to apply for the Houston Police Academy. He married his high school sweetheart Glenda Miller McClellan on November 24, 1979. He had two sons, Phillip Charles McClellan Jr. and James Wells McClellan, III.
He built his family a home on McClellan Cir while working as a Houston Police Officer.
After being a police officer for 11 yrs he decided to quality for the Hogan golf tour. He missed the cut by 1 stroke the first time and made it the second try. He loved/hated the game he would say. He ran the Melrose golf course for the City of Houston and then decided to build his own course. During this time, the city of Houston asked him to run Melrose golf course again for them. In the meantime, he purchased Utopia Golf Course in Utopia Texas. There was a book and movie that came out of his talks with David Cook about his life (Seven Days in Utopia). He owned the Humble Oil Patch Golf Center in Humble, TX for 25 years before moving to Turnersville, Texas after the Hurricane Harvey Floods.
Phillip loved to talk to anyone who would listen to him, but he would also help anyone who needed it. He loved his Lord and Savor and went to the Turnersville Baptist Church. He loved his family with his whole heart and was very proud of his sons and grandsons. He loved to build or remodel. The most recent project he enjoyed working on was the old school gym he started remodeling in Turnersville.
He is survived by his wife of 46 years, Glenda McClellan, son Phillip C. McClellan, Jr., son James McClellan and wife Jonquil McClellan, grandsons Jacek McClellan, Ashby McClellan, Ramsey McClellan and Riley McClellan and half brother David Braly, Nieces Johzanne Miller, Tammy Stewart and nephews Matt McClellan & wife Rebecca, John Miller, Jr. and wife Chelsea and Thomas Flake, Jr. along with many cousins.
