

Billie was born in Litton, Tennessee in Bledsoe County in 1933. She was the only child of Dolly Hale Swafford and William Byrd Swafford. Billie attended Soddy Daisy High School, and then went on to study at The University of Tennessee in Knoxville where she earned her Bachelor's of Arts in 1955.
Out of college, Billie worked for Loveman’s department store and then moved to TVA where she drafted maps. Finally, she found her career working for the State of Tennessee in the employment office. Throughout her life, Billie always found joy and peace through her art. She favored watercolor painting but also enjoyed oil painting, sculpting clay, encaustic painting, pencil sketching, and more. Her house was like a personal art gallery that featured her own art as well as art created by friends.
Billie was a founding member of Hixson Presbyterian Church. She treasured the friendships that were formed over 50 plus years at the church, and she took pride in knowing multiple generations of families who attended.
Billie loved to travel the world, but one of her favorite places to return to was the Smoky Mountains. She enjoyed a good hike and a picnic in the mountains.
Billie is preceded in death by her mother, Dolly Hale Swafford; her father, William Byrd Swafford; her husband of 43 years, Conrad E. Alexander; and her son, Evan Bradley Alexander. She is survived by her daughter, Rachel Brantley Burgin (Shane); her granddaughter, Kendall Alexandra Brantley, and beloved extended family.
Billie will be laid to rest at Chattanooga Memorial Park with a private family service.
