She was preceded in death by her father, William Welch and daughter, Cassie Vincent.
Cynthia was a 1986 graduate of Red Bank High School and earned a degree in Communications from Chattanooga State. She was a volunteer fire fighter with the Highway 58 Fire Department.
Survivors include her two daughters, Tiffany Vincent, of Ooltewah, Samantha Vincent, of Chattanooga, and mother, Marjorie Welch, of Chattanooga.
A private graveside service will be held at a later date in Hamilton Memorial Gardens in Hixson, Tennessee.
