

The eldest daughter of Homer Frank, Sr and Ruey Edna Phillips, Janette was born on May 17, 1939 in Huntsville, TN and grew up in the Oneida area before moving to Chattanooga, TN where she raised a family and had multiple successful careers with organizations like CHARCA (know now as Arc of Hamilton County), First Tennessee Bank, Buster Brown, and Chattem Chemicals.
Janette was preceded in death by her parents, Homer Frank Sr and Ruey Edna Pennycuff Phillips, brother James Phillips, sister Pamela Phillips, and grandson Jeremiah Hartley.
She is survived by her three children: Phillip Pickett (Pam), Deborah Pickett, Johanna Hartley (Jim), as well as brothers and sisters Homer Phillips, Margaret Reisman, Roger Phillips (Debbie), and Karen Walsh as well as numerous nieces and nephews. She was also a proud grandmother of Brianne Larkins (Paul), Erika Morgan (Michael), Taylor Bostwick (Harrison), Stephen Pickett (Mandy) and great grandmother of Bryson Hager, Jamison Hartley, Wiley Bostwick, Ava Pickett, Evan Morgan, Austin Pickett, Jack Morgan, and Noelle Morgan.
Janette faced many challenges throughout the years, but she always demonstrated her love and devotion to her family, children, grandchildren and great grandchildren. You have only to find a photograph of her holding any of these children to see how much love she radiated in their presence.
Traveling with family to the Smokey Mountains and Outer Banks, NC and preparing warm apple pies, green beans, banana pudding, and strawberry anything were other ways she showed and shared the love.
Janette prioritized her life with faith first, then family and friends, as God encourages each of us to do. She was devoted and sacrificially gave to the Eastwood Church and family and was loved and supported in return by the many members of that church body. In response, her family would like to thank all those at Eastwood that also sacrificially gave and supported her in her life journey.
We would also like to thank the staff at Bailey Manor Hixson and Life Care Ooltewah for the loving care they showed her these last few months.
There will be a memorial service at the Eastwood Church, 4300 Ooltewah Ringgold Road, Collegedale, TN, on February 12, 2026, at 6:00 pm. The family will receive friends prior to the service between 4:00 pm and 6:00 pm.
