When I went to work for Bill around 8 years ago, his big, booming voice and stature was almost intimidating, at first. Then I got to know Bill's heart. Rarely have I encountered a person like Bill. He was a wonderful "people person," a mentor, a story teller, a friend and I loved him like a member of my own family. Bill was exceptional at what he did while at Hamilton County. He taught me a great deal about the ins and outs of emergency management. Most importantly, Bill taught me about kindness and compassion. I will never forget the things Bill did for the tornado victims in 2011. He went above and beyond his County duties and did amazing things for those who had lost almost everything. I will remember Bill with great fondness. Heaven just got a rock star!

I met Bill in 1972 when the Durr merger with Fillauer was complete. I knew Bill as a person with great principles, was honest and gifted with the ability to connect with people. He was trustworthy and I am grateful I had the privilege of knowing him as a friend for over 40 years.

The day our paths crossed was life changing for me. Bill took a chance on a young man with no experience and gave me my career. He was a good and honest manager and always expected the best of people and usually got it.  My life might have been very different without him.  He made it possible for us to have everything we have.   We are all so sad to think that he has gone.

Bill Tittle was one of the most honest and caring people I've ever been around.  The way he would look out for others and put others first was simply amazing to see.  A role model for those in positions of leadership.

Mrs. Tittle,I wanted to take a moment and share with you what a special man Bill was to so many of us in the law enforcement and homeland security profession. From November 2005 to January 2011 I was honored to serve as the Commissioner of Safety and Homeland Security Advisor for the State of Tennessee. On my first trip to Chattanooga I met with Bill and my dear friend Don Allen at the Emergency Operation Center will a many of the front line first responders of Hamilton county. I was new at my position and unknown to the community  I was warmly welcomed by Bill and Don and recognized they were Partners with a tremendous commitment to their position. Over the next few years I saw the many contributions Bill made to Hamilton County and the City of Chattanooga in making sure first responders from all professions  had the equipment, training and most important the professional commitment and attitude to serve.

Bill was a wonderful mentor and friend to so many of us. I frequently reached out for opinions and after I left office we maintained contact. He always gave me straight forward honest advice.

Bill was what has made our country strong. He was a man of remarkable achievements, thoughtful, modest and had a great sense of humor. Bill always found something good is his fellow man and always  respected his fellow man.

We have lost a true Patriot and someone I will miss greatly.

Bill was always willing to teach emergency managers and first responders how to better serve and protect the Citizens of Tennessee.  Those of us who benefited from his knowledge and delighted in being called his Buddy will miss him for years to come.

I always enjoyed my interaction with Bill. He was approachable, friendly, and compassionate. Chattanooga and Hamilton County were fortunate to have his involvement in so many things. My sincerest condolences.

Bill had the ability of welcoming newcomers to the Emergency Management scene with true grace and charm, making you part of the family.  He was passionate about serving our community and became personally invested in people while helping them through disasters; maintaining those relationships long after folks got back on their feet.  His work ethic and calm demeanor during chaotic times helped our community; but so much more to the true core of who he was, is how he did so with never-ending compassion and humility.  He had a gruff way about him but I knew he loved me when he called me asking What the Heck do you want?  We lost a wonderful, one-of-a-kind man and he will be dearly missed.    My sympathy to the Tittle Family.

I will certainly miss the back and forth banter Bill and I reveled in. Truly a good man. Prayers out to David and the rest of his family.
