Clotelia McNeal "Penny" was born February 9, 1959 to the late H. T. Manuel and Barnadetta Mable Stoot. Clotelia departed this life February 20, 2014 at the age of 55. Everyone knew her as Penny. She was a loving mother and grandmother; loved by many. She dearly loved her husband, Pleasant McNeal whom she married in 2007. Clotelia was loved by everyone in the community. If you needed help, she was there. If you needed encouragement, she was there. She was a woman who always cared about people. Clotelia leaves to cherish her memory: her husband Pleasant McNeal, whom she dearly loved; daughters, Barnadetta (Darnell) and Sonya; "like a daughter" Juanita Morris; four grandchildren Kevin, Darnisha, Darnae' and Darshae'; one brother Willie; two sisters Diane and Judy; step sons Pleasant McNeal, Jr., Daniel McNeal and James McNeal; step daughter Rebecca McNeal and a host of other relatives and friends. She was preceded in death by her father H. T. Manuel; mother Barnadetta Mable Stoot; brothers Calvin, Harold and Alvin and one sister Mable Kemp
