

Harry was born on June 9, 1940, in the Village of Northville, Michigan, to Harry Albert Sedan and Rachel Edwards Sedan. He was raised in Northville; graduated from Northville High School; and, attended Michigan State University, graduating in 1962, with a BS degree in Police Administration. While at the University, Harry was a member of the Michigan State University Marching Band and was fortunate enough to have had a full page photo of him playing the Tuba appear in a Life Magazine article featuring college football and bands.
It was at Michigan State where he met the love of his life, Carla Dianne Foster. They were married on June 20, 1964 at the First Presbyterian Church, Birmingham, Michigan. In 1966 and 1968 they were blessed with the births of their daughters, Barbara and Cynthia.
Upon completion of his university studies Harry took a position, as a criminal investigator with the Treasury Department’s Bureau of Customs, Customs Agency Service (Later known as the Office of Investigations). His first post of duty was in the Detroit Field Office. After their marriage he and Carla, moved to various work assignments in Chicago, Washington, DC, and Houston. He loved his work and had the opportunity to be involved in many major investigative/intelligence programs that helped support the national security of the United States.
Among those various activities Harry was significantly involved in the development and implementation of the U. S. Customs Service’s first national automated lookout system, CADPIN (later known as TECS - for Treasury Enforcement Communications System); he opened the Customs Services first Regional Intelligence Office (SIU 4) in Chicago; he was later assigned to the Headquarters staff where he was deeply involved in the creation and development of the Customs Service’s Financial Investigations Program, and the Treasury Department’s financial investigative intelligence program (Creating the first Treasury Department Reports Analysis Unit) that originally computerized various Treasury Department currency activity reports into a national intelligence data base; he served as Director of the Customs Services Financial Investigations Division; he participated in the development, implementation and operation of multi-Agency financial investigative programs that focused on the international drug trafficking cartels. Additional positions he held during his career were the Area Special Agent in Charge, U. S. Customs Service, Office of Investigations, East Texas Division; Deputy Assistant Regional Commissioner, Enforcement, for the Houston Region; and, Staff Director, Southwest Region, of the Office of National Drug Control Policy (ONDCP), operating out of the Office of the Vice President of the United States.
Harry was also a member of the U. S. Marine Corp.
He always felt that he had a full and productive life, doing what he loved.
Once retired he and Carla devoted their time to enjoying themselves and their family. Harry and Carla loved to travel and took many trips enjoying the beauties of North America and Europe.
Harry was preceded in death by his loving wife of 54 years, Carla, who passed away in 2019; by his parents Harry A. and Rachel Sedan, and his sisters Rachel Sedan and Elsie Mae Sedan Smith. He is survived by daughters Barbara L. Sedan of Grand Prairie, Texas and Cynthia J. Sedan-Couch (David) of Bedford, Texas.
