

Jessie grew up near the 5th Ward area, and was raised in the church. He was baptized at an early age. He attended Houston Public Schools, and graduated from Forest Brook High School. Shortly after graduating high school, he was employed with Armco Steel until it closed business operations. He later worked for the Harris County Public Library for many years, until he moved to the Harris County Maintenance Department. He retired from the HCMD in 2010.
Jessie had a larger-than-life personality, and never met a stranger. He formed many friendships across cultures. He was a workaholic, had a big heart, was kind and giving, and always willing to lend a helping hand. When all of his siblings left home, married and/or pursued their goals, Jessie remained home with and cared for his mother until her death. He enjoyed fishing, hunting, traveling, and attending family and social events.
Jessie was preceded in death by his parents Edward and Lucy Phillips, and four brothers; David Phillips, Dwight Phillips, Robert Walker, and Charles Booker. He leaves to cherish his memories sister and caregiver, Dr. Khadija Jo Jannah; half-sister, Cynetta Wilkins; aunts, uncles, cousins, nieces, and nephews. He also leaves lifelong friends, J.B. Lewis, Melvin Lewis, Bernice Pradia-Kizzee, Betty Handy, Carolyn Sue Mays, and many others.
