

Mary “Frances” Frazier Millard passed away peacefully on July 12, 2026, in Houston, Texas, at the age of ninety-nine. Born July 12, 1927, in Bellaire, Texas, Frances lived her life in Bellaire, Texas, and later in Houston, Texas. Frances graduated from San Jacinto High School and then attended her beloved University of Texas. She was a member of the Alpha Delta Pi Sorority. Frances was a talented pianist and singer. Music was a very important part of her life. She enjoyed playing the piano, the organ and singing for her church. Fran loved to read. She was a voracious reader her entire life.
Vivacious, engaging, lots of fun, intelligent and beautiful inside and out. Frances met Richard W. Millard while working for a Senior Vice President of Gulf Oil. Frances married Richard on April 4, 1951, in Long Beach, California, where he was serving in the Marines during the Korean War. They had a fairytale marriage lasting over fifty-five years.
Her family was always her greatest joy, and she was immeasurably treasured, adored and loved. Fran was a devoted homemaker, wife and mother. She loved entertaining and hosting dinners and parties for her family, dear friends and guests. Thanksgivings were always interesting as Fran was a Longhorn and Richard was an Aggie. Fran ran every single campaign for her husband and later for her daughter. She was always involved in state and local politics, serving her community as a Precinct Chairman, as a Grand Juror, as a Bank Director and was involved in many local clubs. Frances and Richard were great adventurers and loved to travel all over the world. She lived a beautiful life and loved seeing her children, grandchildren, great grandchildren and great-great grandchildren.
She is preceded in death by her loving husband, Judge Richard W. Millard, her father, William Edward Frazier, her mother, Mary Charlotte Wilson Frazier, her brother, William Edward Frazier Jr. and his wife, Mary Wofford Frazier.
Frances is survived by her children, Michael Dean Millard, Judge Lisa A. Millard, John Richard Millard and his wife, Debra Bushman Millard; her grandchildren, Shannon Mary Millard Jeffcoat, her husband, Lawrence Jeffcoat, Sean Evan Millard, his wife, Chesney Rector Millard, Lauren Mary Millard Hayes, her husband, Brady Hayes; her great grandchildren Peyton Elisabeth Jeffcoat Babineaux, her husband, Ben Babineaux, Colin Richard Jeffcoat, his wife, Jenna Rowe Jeffcoat, Peter Nations Hayes, Lily Maria Hayes and Kate Nicole Millard; and her great-great grandchildren Amelia Louise Jeffcoat and her namesake, Eleanor Frances Babineaux.
Funeral services will be held in Austin, Texas, at the Texas State Cemetery, where she will be laid to rest next to her beloved husband in a private ceremony.
