A native Houstonian, he was the son of Patrick Francis Timmons and Virginia Penick. He graduated from Lamar High School in 1966 and earned a B.A with Honors from The University of Texas at Austin in 1969.
While at UT, Tim, who was an Eagle Scout, joined Alpha Phi Omega service fraternity, was a Freshman Orientation advisor, and was on the Student Election Commission. He was also named an ROTC Distinguished Military Graduate, Cactus Outstanding Student and member of the Friar Society, oldest honor society at the University.
In 1972, Tim was awarded a J.D. from UT School of Law. He began his legal career working for the U.S. Maritime Administration in Washington, D.C. In 1977, he returned to Houston, worked briefly for a major pipeline company, then opened his solo law practice, over the years helping a diverse group of individuals, small businesses and nonprofits with a wide variety of legal issues. In recent years, he had enjoyed work as an arbitrator and served as general counsel for an area water utility district.
In 1971, Tim was commissioned as a 2nd Lieutenant in the Military Police Corps of the U.S. Army Reserve. Although not called to active duty, he joined an Army Reserve unit in Houston and was honorably discharged in December 1989.
Having a daughter stirred Tim’s interest in education, and in 1989, he was elected a member of the Spring Branch Independent School District Board of Trustees. He served on the board for 9 years and was president in 1990.
A life-long Presbyterian, Tim was an Elder at Pines Presbyterian Church for several terms and chaired a number of church committees. He was also past president of the former Interface-Samaritan Counseling Center.
Tim belonged to the Exchange Club of Houston for 40 years and was club president several times. He also served as District Exchange Club president.
He enjoyed weekly lunches of the Greater Houston Pachyderm Club, which furthered his interest in politics and public service.
An avid reader, history books were among his favorites, but his real passion was Longhorn football. He had been a fan since 1957 when he went to his first UT game with his parents.
Tim is survived by his wife, Sharon of Houston; his daughter and son-in-law, Susan and Matthew Marks of Astoria, New York; his sister, Claire J. Timmons of Houston; and two cousins, Dan Penick of Justin, Texas, and Sarah Kammerer of Irving, Texas. He was preceded in death by his parents and his brother Terence Penick Timmons.
